This paper examines the relationship between education and mortality in a young population of Italian males. In 1981 several cohorts of young men from specific southern towns were unexpectedly exempted from compulsory military service after a major quake hit the region. Comparisons of exempt cohorts from the least damaged towns on the border of the quake region with similar ones from neighbouring non-exempt towns just outside the region show that, by 1991, the cohorts exempted while still in high school display significantly higher graduation rates. The probability of dying over the decade 1991–2001 was also significantly lower. Several robustness checks confirm that the findings do not reflect omitted quake-related confounding factors, such as the ensuing compensatory interventions. Moreover, cohorts exempted soon after high school age do not display higher schooling or lower mortality rates, thus excluding that the main findings reflect direct effects of military service on subseq...

Commodity finance: a commercial proposition? : Micro- and Mesofinance for Agricultural Commodity Production, Processing and Trade
Hans Dieter Seibel
This Conference brings together the financial experience of rural and agricultural microfinance institutions and the experience of the Common Fund and other agencies with promoting commodities and small and microentrepreneurs producing, processing and marketing commodities. We expect that this will result in: ? the further growth and development of sustainable financial services; and ? the further growth and development of sustainable commodity-related enterprises. These two objectives ? the growth of profitable local financial institutions and of profitable local enterprises ? are interrelated and mutually reinforcing. There is one lesson to be learned from the now developed industrial countries: Focusing in an early stage of development on the poor, who largely depend on commodities, means focusing on a huge future market. We hope to get this message across to large numbers of financial institutions.
Prevention and Elimination of Bonded labour: the Potential and limitations of Microfinance Approaches
Smita Premchander
The paper takes on board lessons from ILO's projects on bonded labour, in India, Nepal and Pakistan; and projects that work with bonded labour and extreme pooor by other donors in these countries. The lessons show how microfinance products and services may be designed to be useful to extremely vulnerable and socially excluded groups. The limitations of microfinance are elaborated, too, with emphasis on asset transfers and other means of providing support till the bonded labour and extreme poor are able to avail of credit services.

In most Asian countries including Vietnam, inadequate access of small farmers and microentepreneurs including women and the poor to effective financial services presents a major challenge. Such services must include facilities to deposit microsavings, access to microcredit for production, consumption and emergencies, and the provision of some basic insurance. Only viable financial institutions with sound practices will be able to respond to the evergrowing demand of the microeconomy for such services and to contribute to its growth.
